Contrary to other jurisdictions, in Puerto Rico there is no control for the trafficking of illegal medications and prohibited substances to physically and economically exploit injured horses that, after competing in the only racetrack on the Caribbean island, end up dead or abandoned. Doping tests are not carried out on all horses at the racetrack. They are limited to being taken after each race and only to the winning horse, according to what is established by the Controlled Medication Regulations, which have not been updated since 2016, despite the fact that in that period public policy at the federal level (United States) has undergone multiple changes, especially regarding medication regulations and the protection of horses.
